of Police Academy of the Ministry
of Internal Affairs of Azerbaijan Republic

1. General.

1.1.The Police Academy of the Azerbaijan Republic Ministry of Internal Affairs was established by Decree # 782 of 23 May 1992 of the President of the Azerbaijan Republic and by Cabinet of Ministers’ Resolution # 321 of 9 June 1992 and it is a higher educational institution under the authority of the Ministry of Internal Affairs.
1.2.Academy is a physical entity with colours duly presented and it has an official stamp with the state emblem of the Azerbaijan Republic and the name of the institution graven on it.  Academy provides training of qualified lawyers for the Ministry of Internal Affairs and, by its authority and agreement,  for other  ministries, organizations and countries. Training is full-time and part time.
1.3.Academy is a Category 1 higher educational institution and in its activity it is guided by the Constitution of the Azerbaijan Republic, laws, Presidential decrees, resolutions of the Cabinet of Ministers, regulations and standards of the Ministry of Internal Affairs and of the Ministry of Education.
1.4.Academy operates in close cooperation with the Azerbaijan Republic MIA subordinate bodies and units, as well as with ministries, organizations and relevant bodies of foreign countries whose  personnel is being trained.
1.5.At the suggestion of the Police Academy and with due consideration of Ministry of Interior Affairs’ staff demands, affiliates, faculties, departments, consulting and educational centers of the Academy may be established, reorganized and closed, in accordance with established procedure.
1.6.Academy’s performance targets:
-meet the demand of law enforcing bodies for qualified personnel;
-implant in students and attendees such qualities as legal and moral education, severe discipline, response to orders, mental ballast and physical endurance;
-organize and implement research work on topical problems of the law enforcement bodies for specialists trained at the Academy in line with their professional occupation, apply the obtained results to law enforcement bodies’ work experience and curriculum planning;
-organize promotion courses for law enforcement bodies’ personnel;
-prepare and publish training aids, monographs, lectures, scientific papers, information bulletins, magazines, conference materials;
-conduct scientific information activity;
-populirize legal information, propagate scientific and theoretical information among staff of law enforcement bodies.
1.7.Clerical work in the Academy is carried out in accordance with statutory acts of the Ministry of Internal Affairs and of the Ministry of Education.
